Job DescriptionAECOM is seeking an experienced HSE Manager – PMC to lead and manage Health, Safety, and Environmental (HSE) functions across large-scale power and renewable infrastructure projects.The role will act as the Client’s HSE representative, ensuring EPC contractors adhere to project HSE requirements, statutory regulations, and international standards, while embedding a zero-incident safety culture throughout all project phases from engineering through commissioning and handover.Roles &amp; Responsibilities1. HSE Strategy &amp; Compliance<ul><li>Develop, implement, and continuously improve the Project HSE Management Plan (HSE) aligned with project scope, contractual requirements, and regulatory frameworks.</li><li>Ensure compliance with national regulations, statutory approvals, and international standards (ISO 45001, ISO 14001, IFC/World Bank EHS Guidelines).</li><li>Establish project-wide HSE policies, procedures, KPIs, and governance frameworks consistent with AECOM and client requirements.</li><li>Integrate HSE considerations into design reviews, constructability assessments, and project planning stages.</li></ul>2. PMC Oversight &amp; Contractor Management<ul><li>Act as Owner’s Engineer (PMC) for HSE, overseeing EPC contractors’ HSE performance across all work packages.</li><li>Review and approve contractor HSE plans, method statements, risk assessments (HIRA/JSA), and emergency response plans.</li><li>Ensure alignment of contractor execution with approved HSE procedures, project schedules, and quality benchmarks.</li><li>Drive contractor accountability through HSE audits, performance reviews, and compliance tracking mechanisms.</li></ul>3. Risk Management<ul><li>Lead project-wide hazard identification and risk assessment processes (HIRA, HAZID, TRA) for all phases of execution.</li><li>Establish and maintain risk registers, early warning systems, and mitigation strategies for high-risk activities.</li><li>Ensure implementation of safety controls for critical activities such as working at height, lifting operations, electrical works, confined space entry, and energized systems.</li><li>Integrate HSE risk management with overall project risk and controls framework (aligned with Project Controls &amp; QA functions).</li></ul>4. Site Supervision &amp; Safety Assurance<ul><li>Oversee HSE compliance during execution of:<ul><li>Transmission line works (survey, tower erection, stringing, ROW management)</li><li>Substations (AIS/GIS) including multi-storey GIS buildings and cable cellars</li><li>Renewable plants (solar/wind) and BESS installations</li></ul></li><li>Enforce Permit-to-Work (PTW), LOTO systems, and safe work practices across all sites.</li><li>Conduct regular inspections, safety walks, and surveillance audits to identify and rectify unsafe conditions.</li><li>Ensure adherence to zero-harm safety culture and safe system of work across multi-location sites.</li></ul>5. Incident Investigation &amp; Corrective Actions<ul><li>Lead investigation of incidents, near misses, and unsafe acts/conditions using structured root cause analysis (RCA) methodologies.</li><li>Implement and monitor Corrective and Preventive Actions (CAPA) to prevent recurrence.</li><li>Ensure proper documentation, reporting, and communication of incidents to stakeholders.</li></ul>6. Reporting, Training &amp; Awareness<ul><li>Prepare and present daily, weekly, and monthly HSE reports, dashboards, and key metrics (TRIR, LTIFR, near-miss trends).</li><li>Conduct HSE inductions, toolbox talks, safety training programs, and emergency drills.</li><li>Develop competency frameworks for high-risk activities and specialized operations.</li><li>Promote continuous improvement through safety campaigns and behavioral safety initiatives.</li></ul>7. Technical Knowledge &amp; Domain Expertise<ul><li>Demonstrate strong understanding of:<ul><li>HV/EHV/UHV systems (up to 765 kV) safety practices</li><li>Substation construction (AIS/GIS), including indoor GIS and cable systems</li><li>Transmission line construction and stringing operations</li><li>Renewable integration (solar, wind) and BESS safety, including fire suppression and thermal risk mitigation</li></ul></li><li>Ensure safe execution of testing, commissioning, and energization activities.</li></ul>8. Leadership, Communication &amp; Stakeholder Management<ul><li>Lead and mentor site HSE teams, fostering a proactive safety culture and accountability.</li><li>Coordinate closely with Electrical, Civil &amp; Structural, I&amp;C, QA/QC, and Project Controls teams to ensure integrated project delivery.</li><li>Act as the primary interface with Client, EPC contractors, regulatory authorities, and auditors on HSE matters.</li><li>Facilitate structured HSE review meetings, governance forums, and escalation mechanisms.</li></ul>9.
